Juaná Collymore is a senior schedule analyst for GAO’s Center for Technology and Engineering since 2012, where she is responsible for evaluating cost processes and performing schedule analyses generated by programs across a myriad of federal agencies. She has over 15 years experience in the fields of schedule estimating and technology auditing and holds certifications as a Project Management Professional (PMP) and Planning and Scheduling Professional (PSP).
Before joining the GAO in November 2012, Juaná was a Master Scheduler with Chevo Consulting, where she provided subject matter expertise in proper scheduling for major federal IT investments. Before IT consulting, she managed schedules and project controls for various local major construction projects including the Woodrow Wilson Bridge, Dulles and National Airports and Fort Belvoir Community Hospital.
Juaná has a Bachelor of Science degree in Civil Engineering from Howard University and is a March 2017 candidate for a Masters of Cost Estimating and Analysis from the Naval Postgraduate School.

Bill Zielinski is the Deputy Assistant Commissioner, for the Office of Information Technology Category (ITC) in GSA’s Federal Acquisition Service (FAS). The Federal Acquisition Service provides buying platforms and acquisition services to Federal, State and Local governments for a broad range of items from office supplies to motor vehicles to information technology and telecommunications products and services. As an organization within FAS, ITC provides access to a wide range of commercial and custom IT products, services and solutions.

In addition, Mr. Zielinski has also been selected by the Program Management Office for Government-wide Category Management Intelligence, in consultation with Office of Management and Budget, to serve as the Government-wide Information Technology (IT) Category Manager.
Mr. Zielinski formerly served as the Acting Unit Chief for Agency Oversight in the Office of the Federal Chief Information Officer (OFCIO) in the Office of Management and Budget (OMB). In this role, he provided oversight of the Federal Government’s Information Technology Capital Planning and Investment Control (CPIC) process on behalf of the Federal CIO. The Federal CIO is responsible for providing guidance on the formulation and oversight of an annual IT investment portfolio in excess of $85 billion.
Additionally, he has served as the Chief Information Officer for the Social Security Administration, where he led a staff of approximately 3,400 Information Technology (IT) Specialists and managed an annual total budget of more than $1.5 billion. In this role, he was responsible for the delivery of IT solutions that allow the Agency to effectively manage more than $800 billion in annual benefits to more than 60 million people around the world. Prior to being the CIO, Mr. Zielinski served as the Regional Commissioner for SSA’s San Francisco Region. As the principal Social Security official for the states of California, Arizona, Nevada, Hawaii and the Pacific Area, he provided leadership for the effective and efficient operation of all Social Security programs within the region. Mr. Zielinski directed approximately 6,500 employees in the regional and field facilities and managed an annual budget of $725 million.

Karen Richey is an Assistant Director for the Applied Research and Methods Team at the Government Accountability Office (GAO). She is a senior cost analyst responsible for performing cost, schedule, and Earned Value Management analyses to support audit findings on a wide range of government programs. Certified by the National Defense University as a Chief Information Officer (CIO), Karen is also Level-III certified in the field of cost estimating and financial management. She has 28 years of experience in the fields of cost estimating, scheduling, and EVM analysis.
Before joining the GAO, Karen was a cost analyst for the Department of the Navy where she performed earned value management and developed independent cost estimates for major weapon programs and automated information systems. Karen holds a Bachelor of Science degree in Statistics and Mathematics from the University of South Carolina and a Master’s degree in Cost Estimating and Analysis from the Naval Postgraduate School. In the past few years, she has developed and delivered training classes for auditors on cost estimating, scheduling, and EVM as well as co-authoring articles in The INTOSAI IT Journal and the Navy Comptroller Magazine.

Flip Anderson has over 30 years of hands on and managerial experience in all aspects of information technology, to include information management, information and physical security systems, and program management. He specialized in the development and management of Information and Knowledge Management systems with a strong background in Program Management and Systems Development.
​
Flip is currently the USDA Executive responsible for FITARA and the IAC-IAC IT Management Maturity Model Implementation. Prior to this position, Flip served as the Deputy Associate Chief Information Officer the Acting Associate Chief Information Officer, Information Resource Management Information Resource Management.
Flip Anderson comes to USDA from industry where he was a Senior Program Manager with Innovative Concepts Inc., an Elbit Systems of America Company, responsible for Command and Control and Homeland Security Systems. He was directly responsible for the development and management of the Department of Homeland Security Integrated Fixed Tower Border Security System and U.S Department of Defense and Foreign Military Command and Control systems. Prior to his time in industry Flip served 26 years in the US Army. His last assignment was on the Future Combat Systems (FCS) Program, where he was dual hatted as the Chief Information Officer and Product Manager of the Advanced Collaborative Environment (ACE) System, a $300M Major Investment.

Jonathan Womer is the Director of the State of Rhode Island Office of Management and Budget (OMB). Prior to leading RI OMB, Womer served in several capacities in North Carolina state government, including State Chief Information Officer. In addition, he previously worked in the Office of Information and Regulatory Affairs and Office of E-Government in the federal Office of Management and Budget.
